Voting By Mail 
In Texas, voters who are 65 years of age or older or are disabled may submit an annual ballot by mail application to the early voting clerk starting on the first day of a calendar year. Other qualified voters may submit a ballot by mail application for a specific election beginning the 60th day before Election Day. All applications must be received before the close of business on the 9th day before Election Day. If the 9th day is a weekend, the last day to submit an application is the preceding Friday.
