NAACP HOUSTON BRANCH OPPOSES HISD BOND
PROPOSITIONS A & B
On Thursday, September 19, 2024, the membership of the Houston NAACP unanimously
voted to oppose the HISD bond proposal.
There are several reasons we are urging voters to oppose the bond election. Since the hostile
HISD takeover occurred the NAACP and our coalition partners have been sounding the
alarm, “Taxation Without Representation”. While we have no personal issues with individual
board members selected by the conservator, our concern is and has always been, not having
board of trustees elected by the public and accountable to the public. The public taxpayers
should not be expected to put nearly $5 billion dollars into the hands of a superintendent and
board that is not governed by the local public.
Secondly, the present plan does not focus on creating better schools in urban areas to better
serve the present demographic and to preserve historical integrity of our neighborhoods. It
appears to be a plan for school closures and for the re-purposing of school properties that will
reconfigure our communities. This is what we believed the intentions were from the very
beginning. The Houston NAACP cannot be silent and observe this detrimental agenda to
historically black and brown neighborhoods.
Thirdly, ABC Channel 13 aired a story last night regarding the increasingly the large
percentage of uncertified personnel in HISD classrooms. Report detailed why this is
detrimental to the learning experiences of our children. Some should be assembling all of the
certified teachers HISD has lost during the present administrations oversight. Parents should
be asking questions and so should all local leadership.
Repeatedly, we have raised the seminal question. What is the exit plan for the present
conservatorship structure? What’s the plan for transitioning back to a publicly led Houston
Independent School District? The present plan is proving detrimental to the district. Our
children’s academic and intellectual development is being compromised for political and
economic reasons. Today, we are asking our state officials to intervene on behalf of the
public and HSD children.
For these reasons, the Houston NAACP is urging voters to Vote NO on the HISD Bond! No
trust! No bond!
Finally, we are saying to state officials on behalf of HISD taxpayers, parents, children, and
stakeholders...Give us our schools back!
