Public Input Needed: TxDOT I-45 Gulf Freeway

Planning and Environmental Linkages Study



The Texas Department of Transportation (TxDOT) Houston District is conducting the Gulf Freeway Planning and Environmental Linkages (PEL) Study that covers Interstate 45 (I-45) South from I-69/US 59 (Downtown) to Beltway 8 South in Harris County. TxDOT is using this study to identify existing and projected transportation issues within the corridor and to work with stakeholders and the community to identify solutions.

TxDOT will post a pre-recorded presentation on Thursday, July 16, 2020 (5:30 p.m.) to gather public feedback on the study. The virtual meeting will consist of a narrated presentation by the project team, project exhibits and other information, and an opportunity to comment. Comments must be received on or before Friday, Friday, July 31, 2020, to be a part of the official meeting record.

HMAAC Community Drive-In Cinema July 11th (Houston Museum of African American Culture)

The Houston Museum of African American Culture (HMAAC) is pleased to announce the opening of its Community Drive-In Cinema Saturday, July 11 at The Shrine of the Black Madonna. with the screening of Claudine, a heart and soul comedy starring James Earl Jones and Diahaan Carrolll.
Culminating two months of planning and negotiations with film studios led by HMAAC Film Curator Jasmine Jones, the Community Drive-in is one of the ways the museum is responding to the COVID-19 environment that is preventing HMAAC’s Film Series from being hosted inside the museum. The Film Series at HMAAC is not just an evening at the movies. It’s a communal cinematic experience that lifts up and transports audiences to every corner of the African Diaspora. According to Jones, “We have such a dedicated film audience at HMAAC, and we knew we had to find a way to continue to serve that audience.”
Recognizing that there are no minority owned theaters in Houston, and limited cultural entertainment options in the low-income communities the museum serves, HMAAC is partnering with the Shrine of the Black Madonna and church venues in low-income neighborhoods of the city to host Saturday night film screenings. Tickets will be limited to 100 cars and sold via Eventbrite at $10 per car.
John Guess, HMAAC CEO Emeritus added, “With the surge in COVID here in Houston, we were looking for ways to continue to expand our community footprint and allow families to have some fun entertainment, and the Shrine is an absolutely wonderful partnering venue.”
HMAAC, “a museum in a building and in the community,” has an extensive history of adding cultural value in low-income neighborhoods including creating message murals on the Johnson Funeral Home in the Third Ward and the Lewis Medical Professional Building in Sunnyside. The museum has created a message mural inside Wheatley High School in the Fifth Ward. It also partners with Prairie View A&M University Northwest Houston campus to provide a community gallery for museum exhibitions and gives financial support in partnering with other cultural assets of color to provide cultural options in underserved communities.
After the July 11 opening, the museum will continue to provide drive-in movies beginning in August. Movies will include THE HATE U GIVE, CARMEN JONES, and sing-along/quote-along screening of THE FIVE HEARTBEATS.

4th-12th Grade-Boss Up Empowerment Conference & Virtual Immersion Summer Camp





























  









Two programs to share with community members with daughters, granddaughters, and nieces between the 4th grade and rising college freshman. These virtual programs, which will be held in July of 2020, are offered at no cost. We know that because of COVID-19, many parents are looking for educational and fun ways to engage their children this summer with the lack of in-person activities. 

The first is our Boss Up Empowerment Conference. During this interactive, four-day virtual conference, we will teach high school students the importance of using their voice and platforms to effect positive change. We will cover topics like activism, leadership, college readiness, and entrepreneurship. From this conference, we want girls to take away the knowledge of how to propel their communities forward and develop lasting success for themselves. 
The second program is for our elementary and middle school girls. Here at ELG, we are on a mission to create girl bosses across the country. We currently have girls in 30 states, and this year we have the goal of touching girls in all 48 contiguous states. We do this through our staple 4-part scholarship program that begins with our Virtual Immersion Summer Camp. During camp, we will cover topics like activism, leadership, college readiness, and entrepreneurship. From this conference, we want girls to take away the knowledge of how to propel their communities forward and develop lasting success for themselves. Girls will learn how entrepreneurship can transform communities of poverty into communities of prosperity. In 2018, female founders raised just 2.3% of the total venture capital funding invested in startups, and black women raised only .0006% of that. We know that we can transform the culture of business today by planting the seed of entrepreneurship in girls early.

Dear Friends,

This is not an usual Fourth of July. We find ourselves in the middle of a global pandemic that is taking its toll on the health, safety and economic security of so many of us. And we're living in a time when America is taking a hard look at the notion of Freedom as we collectively struggle to gain the unrealized freedom for communities of color, women, immigrants and the LGBTQ+ community.

Today, we unveiled the Frederick Douglass Harris County Precinct One Moving Monuments bus. Douglass, who was a 19th century African American orator, abolitionist, author, social reformer, and freed slave, questioned celebrating freedom on the Fourth of July when the institutionalized and government-sanctioned act of owning another human being was still legal in America.

In his July 5, 1852 speech, "What, to the American Slave, is your Fourth of July?", Douglass reminds us protesting can be a patriotic act and part of meaningful change. He also realized that only dedicated, persistent protests and activism could deliver the nation from the ever-present tyranny of slavery and racism.

Today, our community continues to face discrimination and systemic racism on many fronts. Undocumented workers are treated as a burden on our community when in reality undocumented workers in Harris County contribute $742 million in federal taxes and $448 million in local and state taxes. Yet, many live with the constant threat of ICE raids, which may result in deportation and permanent separation from family members. Additionally, families searching for a better life for themselves and their children are detained in cages along the United States' southern border.

Injustices for women, Black Americans, and our LGBTQ+ neighbors also plague our country. Women, who make up half of our work force, are only paid a fraction of their male counterparts. The systemic racism of our criminal justice system continues to tear apart the lives and families of Black Americans, as well as numerous communities of color. And our friends and neighbors who are members of the LGBTQ+ community go to work each day knowing that they could be fired because of who they love.

It is time for our country to do better. Liberty, economic opportunity and freedom must be guaranteed for all.

We know what we need to do; we have the tools to make it happen. Do we have the courage and commitment to make real change?

The road ahead requires us to examine our priorities and seek out, develop, and invest in programs that encourage our communities to thrive.

I am hopeful that this July 4th will begin to usher in a new meaning to Freedom for all communities.

Increasing Mobility for All

This holiday weekend, as most of us practice social distancing, many residents are ditching their car keys and grabbing their bicycles to ride the trails and bike lanes for exercise and fun.

Precinct One is working to provide this option to all of our residents. On Tuesday, Commissioners Court approved a proposal to invest an additional $1 million in the expansion of Houston BCycle and ensure that more communities have access to this healthy and environmentally safe transportation alternative.

Low-income residents who use public transit are currently facing increased public health risks due to the COVID-19 pandemic. Still, many may not have access to a private vehicle or personal bicycle, and BCycle can provide an affordable form of alternative transportation.

Precinct One is also investing to build protected bike lanes in the City of Houston so cyclists can feel safe sharing the road with cars.

In addition to being environmentally friendly, cycling is currently one of the safest forms of transportation and we hope that it is an activity that all residents who want to participate will be able to do soon.

Yesterday Harris County Judge Lina Hidalgo issued a new Order stating that outdoor gatherings estimated to be in excess of 10 people in Harris County are prohibited. This order is in effect until at least 11:59 PM on Wednesday, August 26th.
