MOCA Opens 2023 Exhibition Series, Expressions! With a High-tech Exhibit to Honor Dr. Martin Luther King, Jr. and Black History Month
HOUSTON - The City of Houston Mayor’s Office of Cultural Affairs (MOCA) will open its 2023 exhibition series Expressions! with the exhibit, “Steppin’ Back in Time: Houston in Retrospect.” Houston Informer Foundation, Inc. (HIFI), originated this photography exhibition and virtual reality experience celebrating Black-owned businesses and community leaders of color in Houston.
The exhibit covers the years 1893 through the 1950s as documented by Houston Informer and Texas Freeman newspapers and includes a high-tech twist to honor Dr. Martin Luther King, Jr. and Black History Month.
"I look forward to exhibitions such as these that allow us to take a closer look at the history of the African American community, black-owned businesses and community leaders documented in a newspaper like The Houston Informer and Texas Freeman, considered to be the oldest Black newspaper published west of the Mississippi," said Mayor Sylvester Turner. “These exhibitions give us a better understanding of how Houston came to be and how its residents express themselves. I am excited for the next exhibitions by local artists and organizations that will follow suit and tackle the theme of Expression from different lenses; a true picture of the diverse city we call home.”
The exhibition will be held in the City Hall rotunda from January 18 to February 28, 2023. It will open with a ribbon-cutting and reception at Noon on Wednesday, January 18.
“The exhibition is the perfect opener for the series,” stated Necole S. Irvin, MOCA Director. “It highlights self-expression and the African American residents who made a difference in Houston, fought racism, and overcame other barriers. We are proud to partner with HIFI and the Office of Business Opportunity to lift up these important stories.”
Expressions!, a series of exhibitions curated by Community Liaison Victor Ancheta, will continue throughout the year with five other planned exhibitions.

Mayor Turner Accepts World Series Wager from Philadelphia Mayor
HOUSTON - Wearing a World Series pin and more than two months after the Houston Astros clinched a second World Series championship by defeating the Philadelphia Phillies 4-1 in Game 6, Mayor Sylvester Turner accepted the winning wager from Philadelphia Mayor Jim Kenney.
The two mayors met up at the United States Conference of Mayors 91st Winter Meeting in Washington, D.C.
At the start of the series, Mayor Kenney promised to send Mayor Turner a gift from Triple Bottom Brewing in Philadelphia if the Houston Astros won. The company aligns with Mayor Turner's priorities; it is a woman-owned company powered by renewable energy and believes in hiring employees who need second-chance employment.
Mayor Kenney provided two-four packs of beer and also made a $500 donation to Houston's Kids Meals.
"The City of Houston and baseball fans will never get tired of celebrating the Houston Astros and the 2022 World Series Championship," said Mayor Turner. "I am grateful to Mayor Kenney for following through on our friendly wager and especially for donating to a Houston-based organization with a mission to end childhood hunger."

City of Houston Increases Access to Youth Mental Health Trainings
HOUSTON - The Mayor’s Office of Education’s Be Well, Be Connected program has trained 350 mental health counselors across 174 schools to assist students in response to the increase of mental health challenges among young people in the United States. The trained counselors have the impact of reaching more than 110,000 students in the Greater Houston area.
The trainings align with the City’s bid to become the first Child Friendly City candidate in the United States as designated by UNICEF. The process to receive this designation was led by the Mayor’s Office of Education for over two years, and included developing an Action Plan that incorporates mental health among young people as a priority issue.
“Training adults on issues affecting youth’s mental health, how to support youth navigating these challenges, and resources available can help improve access to care and support young people’s emotional well-being,” said Mayor Sylvester Turner. “I truly believe when we elevate our children, the entire city will be better for it.”
In October 2021, the American Academy of Pediatrics, the American Academy of Child and Adolescent Psychiatry, and the Children’s Hospital Association declared a national state of emergency in children’s mental health, noting “rates of childhood mental health concerns and suicide rose steadily between 2010 and 2020 and by 2018 suicide was the second leading cause of death for youth ages 10-24.” Rates are even higher for minority youth and those in the LGBTQ+ community. Locally, the Houston Independent School District in collaboration with the Kinder Institute’s Houston Education Research Consortium, administered a needs assessment, which asked students, parents, and campus staff to identify key non-academic challenges in 2021-22. Among the findings, 37% of staff respondents said supporting students’ mental health should be the district’s number one priority. More than half of all students in the study reported experiencing some sort of mental health challenge since the start of the school year.
The trainings have been well received by participants which include parents, educators, school administrators, after school program staff (i.e., YMCA), city department staff including the Houston Parks and Recreation Department and Houston Public Library, immigration advocates, and faith based/church staff and pastors. One participant shared, “It's encouraging to see therapy moving from ‘what's wrong with you’ to ‘what happened/is happening to you.’ I'm hopeful that we are recognizing and validating some of the most effective approaches to healing.”
The Mayor’s Office of Education also continues to empower youth to share their voice and have open conversations about mental health. Through the UNICEF USA partnership, two CFCI youth leaders from Houston had the opportunity to participate in UNICEF’s World Children's Day Mental Health Webinar and the Inseparable Mental Health Building Hope Strategy Summit in Washington D.C last month. “I’m very excited to listen to brilliant youth and [… ] to share my battles in mental health with others” said Zen Bollos, a freshman at Texas A&M in the webinar. Nicole Kwan, a youth mental health advocate and student at Houston Community College, who attended the summit, mentions “By having open conversations on mental health, I learn how to build and maintain a healthy relationship with myself.”
For more information about the mental health trainings and how to get involved, please contact Mayor’s Office of Education Program Manager Laura Cuellar at laura.cuellar@houstontx.gov.
For more information about the Be Well Be Connected program and how to get involved, please contact Mayor’s Office of Education Director Olivera Jankovska at moedu@houstontx.gov.

Mayor Turner chosen as Grand Marshal for the 45th Annual Original MLKJR Parade
Mayor Sylvester Turner Chosen as 2023 Grand Marshal for the 45th Annual Original MLK Jr. Day Parade
HOUSTON - Mayor Sylvester Turner and the Black Heritage Society will host the 45th Annual Original MLK Jr. Day Parade in the heart of Downtown Houston.
The celebration will take place on Monday, January 16, 2023, beginning at 10 a.m. The parade is free to the public and will start at Lamar and Smith St.
This year's theme is "Climbing the Mountain to a Better Future." The Black Heritage Society has selected Mayor Turner as the 2023 Grand Marshal.
"The 2023 Original MLK Jr. Day Parade will be the last one during Mayor Turner's administration. The Black Heritage Society believes he is a wonderful representation of Dr. King's dream," said Black Heritage Society President Teresa Brewer. "Over the past seven years, Mayor Turner has led our city through natural disasters, pension reform, and creating a more resilient Houston for the future. He will leave a legacy of unity – bringing together diverse people in our city and putting Houston on the global stage."
The Co-Grand Marshals for the parade are the Rev. Dr. Derek King, nephew of Dr. MLK Jr., and Dr. Camille Cash, M.D., a prominent Houston plastic surgeon.
The parade will showcase marching bands, decorated floats, dance teams, military and ROTC groups, first responders, city and county officials, and more and will feature a special memorial tribute to the late John Bland.
"I am honored and humbled to serve as the grand marshal and encourage all Houstonians to participate by lining up along the parade route or signing up to sponsor a float," said Mayor Turner. "Houston is part of Dr. King's legacy, and he came here during the civil rights movement, and his leadership on behalf of all people is something we should commemorate."
Corporate sponsors this year include HEB, Blue Cross Blue Shield, AT&T, Allegiance Bank, Communications Workers of America (CWA), Co-Grand Marshal Camille Cash, Silver Eagle Distributors, Foston International Communications, Inc., and United Airlines. Radio One will serve as the official radio partner for the parade.
The Original MLK Day Parade was the very first MLK Day Parade held in the nation after being sanctioned by the King family in 1978 in Houston. Martin Luther King Jr. Day is a Federal Holiday that honors the legacy of Dr. King, focuses on civil rights issues, highlights the use of nonviolence to promote change, and calls people into public service.

Awards $62,500 -- Mayor's Office of Cultural Affairs
Mayor's Office of Cultural Affairs Awards $62,500 to Projects Promoting Tourism and Resilience
HOUSTON - The City of Houston Mayor’s Office of Cultural Affairs (MOCA) is awarding $62,500 in grants to 7 individuals and nonprofit organizations whose work furthers cultural tourism and resilience in the city.
“The grantees this quarter solidify our city’s image as an Arts City,” says Mayor Sylvester Turner. “We are not just a Space City or Bayou City, but because of the incredible amount of talent and diverse type of arts that can be found and supported by the city, we are also an Arts City."
The latest city initiative grantees are:
● Rivkah French: “Emulsion”
Emulsion is a new immersive Virtual Reality dance film by Rivkah French that explores the beauty and intimacy of relationships. By shooting and presenting this film with VR technology, Emulsion brings the viewer into the experience of moving with the dancers, rather than viewing them from a distance. Emulsion will be presented in conjunction with neighborhood-focused filmmaking workshops at multiple venues across the 5th Ward, culminating in a public showing of the participants' self-made films. This grant was awarded under the Neighborhood Cultural Destinations category.
● C-STEM Teacher and Student Support Services: “The C-STEM Little Library Free WiFi Public Art Project”
The C-STEM Little Library Free WiFi Public Art Project offers free books to increase STEM literacy and awareness of health/wellness, bridges the digital divide by providing access to the Internet of Things (IoT), beautifies the community, increases usage of underutilized pocket spaces in the community, and creates safer neighborhoods. This grant was awarded under the Neighborhood Cultural Destinations category.
City's Initiative - C-STEM Teacher and Student Support Services
● God’s Grace Community Church: “Christmas in the 4 4”
The "Christmas in the 4 4" is a formal event that showcases national artists as they perform Christmas selections. This event is scheduled the third week in December every year on a Friday night at 7 PM. It is held at God's Grace Community Church, 9944 West Montgomery Road. After the concert, a reception is held in the fellowship hall. This grant was awarded under the Neighborhood Cultural Destinations category.
● Hispanic Alliance For Performing And Audiovisual Arts
HAAPA will honor the 80th anniversary of the publication of The Little Prince by Antoine de Saint-Exupery through a play. The play will bring to the visual plane the philosophy explored in the book and promote its knowledge to new generations of artists and audiences, as well as bridge the community to the artistic expressions of Latinos. This grant was awarded under the Neighborhood Cultural Destinations category.
● Justin Grant
To celebrate the line as an essential conceptual element in the visual arts, a year of exhibitions and events is planned that includes a program of educational activities for the community and students. The activities will take place in Sabine Street Studios, part of the Sawyer Yards located in the established Arts District Houston. The programs coincide with the formation of a new exhibition space called East Corridor Gallery, or ECG, designated exclusively for the exhibition of local artists and creatives whose work emphasizes the practical and conceptual elements of the line and its many facets. This grant was awarded under the Neighborhood Cultural Destinations category.
City's Initiative - Justin Grant
● Andrew Davis: “SOLEVISION II”
On June 18, 2023 the second installment of SOLEVISION, "SOLEVISION II", will occur at Emancipation Park (venue subject to change). The hybrid on-site & digital performance will highlight and draw from conversations held between Houston-based artists Andrew 'TAME, The Aspiring Me' Davis, Kazembe "DJ Elevated" Gray & Ariel Bounds. The conversations will expand upon the narrative of the initial SOLEVISION, self-perception, and world reflection, along with the proximity of Juneteenth as it relates to the artists; the culmination of the conversations will be expressed through live performance, mixed media and set design.
● Segundo Barrio Children's Chorus
Segundo Barrio Children's Chorus is being established as Houston’s first bi-lingual children’s choir, whose mission is to enrich the lives of children and families through transformative performance opportunities which engage residents, build communities, and share with visitors the unique cultural identity of Second Ward/East End. This pilot-project targets children from immigrant and Spanish-speaking households ages 4-12, offering bi-lingual mentoring and access to the Arts, including music/vocal instruction. By utilizing a unique, culturally-informed curriculum, the choir aims to reduce drop-out rates, strengthen families, and foster pride in community for residents and visitors through appearances at community and city-wide public events.
All of these grants have been awarded under the Neighborhood Cultural Destinations category. For more information on past grantees, click here. To see upcoming events from previous or the latest 2022 grantees, visit the frequently updated Cultural Events Calendar.
The funds are awarded through City’s Initiative, a competitive grant program that is administered by the Houston Arts Alliance (HAA) and funded by a portion of the city’s Hotel Occupancy Tax. The program opens four times a year and offers grants in three categories: neighborhood cultural destinations, conference tourism, and resilience awareness. In addition to these funding categories, MOCA awards a small number of special community initiatives each year.

Library - Amnesty for lost items and NO Fines at Houston Public Library Thank you Mayor Turner and City Council! Thank you efamily member Janice Weaver for sharing!

CitizensNet Newsletter: Houston Public Library is now a 'Fine Free' System for Cardholders
With the support of Mayor Sylvester Turner and approval by Houston City Council, Houston Public Library (HPL) is no longer charging late fines on overdue books and other borrowed items, effective January 11, 2023. By eliminating late fines, HPL joins other public library systems across North America in lowering financial barriers to library access and creating more equitable services for all users.
"A fine free library system evens the playing field and incentivizes Houstonians to become lifelong users of our Houston Public Library," said Mayor Sylvester Turner. "When you analyze the numbers, you see that young people account for more than 27% of users with fines, preventing them from accessing free resources and tools for learning. Simply put, this is the right thing to do."
To give all customers an opportunity to clear their accounts, HPL has designated an amnesty period to occur from January 17 through February 18, 2023. During the amnesty period, library users are invited to visit any HPL location to return overdue items and review their account status for fees. Library staff will assist with clearing charges and restoring accounts. This excludes any fees associated with Interlibrary Loan, as they are imposed by libraries outside the HPL system.
After the amnesty period ends, accounts will only reflect fees to replace lost or damaged items that are not returned 30 days after the due date.

Alief Neighborhood Center Open House Showcases City’s Newest One-Stop Shop for Array of Services
HOUSTON - The City of Houston celebrated the new Alief Neighborhood Center (11903 Bellaire Blvd. Houston, 77072) with an open house event Saturday. The event featured remarks from Mayor Sylvester Turner, Councilmember Tiffany D. Thomas, District F, and other local leaders on the nearly twenty-year development plan to complete this unique project. Hundreds of community members explored the innovative facilities, were invited to register for classes and events, and signed up for My LINK library cards.
Today's grand opening aligns with Mayor Turner's priority to execute and implement in 2023.
“This one-of-a-kind City destination captures the spirit of Alief and will be transformational for this community,” said Mayor Sylvester Turner. “The Alief Neighborhood Center is a cutting-edge facility for Houston, designed to meet the needs of this incredibly diverse community. This project has been 20 years in the making, and I am proud of the dedication from my team and the advocacy of neighborhood groups and Alief residents.”
Situated on Alief Park, the new facility is larger and houses three COH Departments: Houston Health Department, Houston Parks and Recreation Department (HPARD) and Houston Public Library (HPL). The City’s General Services Department (GSD) managed the 58-million-dollar redevelopment project and will maintain the 70,000 square-foot facility; Page/EYP was the architecture firm that completed the planning and design.
The new park development has an event lawn and game area, a swimming pool, walking paths with distance markers, tennis/pickleball courts, a basketball court, a skatepark, soccer fields, practice field and futsal courts. For the youth, a playground provides opportunities for both physical activity and social interaction. A large climbing net structure and climbing wall will be the first of its kind in HPARD’s system. Passive and natural spaces provide a place for the community to unwind along with a community garden and outdoor art. The project design preserved several the mature live oaks and the southwest corner of the site remained in its natural state. HPARD provides enrichment programs for youth, teens and seniors at the center year-round.
The program featured performance by a local martial arts group and the Soaring Phoenix Lion Dancers.
Inside the facility, Houston Health Department administers a Women, Infants, and Children (WIC) clinic as well as an expansion of its Diabetes Awareness and Wellness Network (DAWN), providing free diabetes self-management education and other medical resources for Houstonians diagnosed or at risk of diabetes. The department's Harris County Area Agency on Aging will offer comprehensive services for adults age 60 and older, including free meal program, health and wellness classes, arts and crafts and senior resources.
Reopening in the Alief Neighborhood Center, Houston Public Library’s David M. Henington Regional Library includes state-of-the-art technology with increased computer services, multiple classrooms available by reservation, a BOOKLINK and 24-hour Book Lockers to conveniently retrieve checked-out items. The new library is larger and upgrades preexisting services such as a Passport Office, Teen’s area, and Children’s section. The new reading areas benefit from magnificent views and more seating. The Alief facility is the third HPL TECHLink location, providing makerspace equipment and software, fully-equipped video and music recording studios including a greenscreen wall, multimedia services and workshops for all ages.
“I am thrilled that Alief now has a one-stop shop for numerous City services! The neighborhood now has an upgraded library with a TECHLink bringing new technology to the area, a health clinic for families, a “stair-a-torium” for gatherings, public art created by local artists, and a beautiful City park with nearly every amenity a City can offer,” said Council Member Tiffany Thomas of District F. “The building has magnificent views from every window—whether in the lounge seating, in the teen reading area, the fitness center, or in the indoor walking track, the views are calming and inspiring.”
Following the ribbon-cutting and remarks delivered by Mayor Turner, Council Member Thomas, and Congresswoman Lizzie Fletcher, TX-07, Representative Hubert Vo, TX-149, and Barbara Quattro of Super Neighborhood 25, the community was invited to tour new spaces in the building and engage with city employees during the open house event hosted by various city departments. Families and visitors can apply for MY Link library cards; enjoy winter-themed craft activities for all ages and interactive storytimes.
Health department activities included a healthy cooking demonstration by Alief WIC and an exercise class and a community garden tour offered by the DAWN center. AAA presented an overview of its programs and an opportunity to sign up for senior services.
”When the idea was presented to my administration, I said it was time to stop talking and start doing. So, I worked with my team to move the project forward to get built. And today is the culmination of all the ideas, work and community feedback. We did it!” exclaimed Mayor Turner.
One of the three art pieces commissioned by the Mayor's Office of Cultural Affairs specifically for the Alief Neighborhood Center.
