City of Houston Launches Youth-Led Podcast "Another Step for Youth" on World Children's Day
HOUSTON - In celebration of World Children’s Day, the Mayor’s Office of Education and Youth Engagement proudly unveils “Another Step for Youth,” an informative podcast done in collaboration with the City of Houston Youth Ambassadors. This youth-led initiative aims to increase awareness and understanding of children’s rights.
As the first UNICEF-recognized Child-Friendly City in the United States, Houston continues to spearhead initiatives prioritizing the well-being of its youth. “Another Step for Youth” stands as a testament to this commitment, showcasing the voices of Houston’s youth through compelling conversations on children’s rights.
Part of the city’s ongoing efforts, the podcast aligns with City of Houston CFCI Action Plan Report (houstontx.gov), focusing on mental health, emergency preparedness, resource accessibility, and civic engagement. Previous youth-led projects spearheaded by the Mayor’s Office of Education and Youth Engagement, such as the City of Houston Youth Mental Health Guide and the Emergency Preparedness Campaign, underscore Houston’s dedication to addressing the evolving needs of its young population. The Another Step for Youth Podcast stems from community assessments conducted for the Child Friendly City Initiative, addressing the expressed need for enhanced youth participation and civic engagement opportunities.
“In launching this podcast, the city along with the Mayor’s Office of Education and Youth Engagement take another significant step in shaping a brighter future for our youth,” says Mayor Sylvester Turner. “As the first UNICEF-recognized Child-Friendly City in the United States, we will continue to pioneer innovative and meaningful platforms for Houston youth.”
In a move towards youth inclusion, the podcast facilitates intergenerational dialogues with Houston leaders from organizations like United Against Human Trafficking, Cherish Our Children, Mental Health America of Greater Houston, Alief Votes, Houston Public Library, and the Nature Conservancy. Each episode delves into the five Child Friendly City Initiative goal areas, directly linked to the United Nations Convention on the Rights of Children.
“My involvement in the 'Another Step for Youth' podcast was more than just a participation; it was a statement," says Angel, a podcast host and City of Houston Youth Ambassador. "It gave me the platform to echo the perspectives of young, underrepresented voices in Houston and to highlight the importance of children's rights within our diverse city.”
The production of “Another Step for Youth” wouldn’t have been possible without the steadfast support of the Houston Community Action Council and the dedication of the City of Houston Youth Ambassadors. Their contributions in hosting, developing episode topics, creating associated artwork, and crafting content have been invaluable to the success of city initiatives and campaigns. A small celebration will take place on December 8th to commemorate this achievement.
The first episodes of “Another Step for Youth” are available now, with the remaining episodes set for release in December 2023. Join Houston in taking another significant step towards a brighter future for its youth.

Inspiring Psychologist Dr. Robert Bell, Jr Memorial Service (Father of Efamily Member Allison Bell) - Dr. Robert Louis Bell, Jr. May 10, 1934 - September 18, 2023
Memorial Service for Dr. Robert L. Bell, Jr.:
Saturday, November 18, 2023 at 1:00 pm
Rice Memorial Chapel at Rice University
Directions: Building 21 on the printable map
https://www.rice.edu/campus-maps
Dr. Robert Louis Bell Jr. was a beloved husband, father, friend, and community
volunteer. He entered eternal rest on September 18, 2023, at age 89.
He was born to Robert L. Bell, Sr. and Alma Marie Morgan Bell on May 10, 1934,
and he had seven siblings. Robert had the great fortune of meeting his future wife,
Mattye Roberts Bell, in elementary school. After graduating from Texas Southern
University (TSU), they married and had two children: Allison and Millicent.
Robert loved drama, fashion design, and running. He participated in theater
productions in high school, and while at TSU, he sang the part of Escamillo in the
opera, Carmen. He was a fan of Edith Head and used her work as inspiration when
designing pieces for his wife and daughters. Robert began running in middle age, and
he participated in the Houston Fit Marathon. He ran his last race at the age of 80 and
was even featured on Channel 13 KTRK for this accomplishment.
Robert was a gifted student. He began college at the age of sixteen, and he began
graduate school at the University of Texas in Austin before the university was fully
integrated. He never let racial injustices of his state or even his school deter him from
achieving his academic goals. He completed his master’s degree in psychology and
received his doctorate in psychology in 1961. Later in life, he attended the University
of Texas School of Public Health and received a master’s degree in public health. His
passion for education was clearly undeniable.
Robert was trailblazer in his field of psychology. It is believed that he was the first
licensed black psychologist in Texas. He was the first black administrator and the first
full-time professor at Rice University. He was also the first black adjunct professor at
Baylor University. Robert used his knowledge to better his community. He conducted
workshops across the country on psycho drama therapy and provided trainings on race
relations and civic engagement to the Houston Police Department. Robert also
partnered with other psychologists to form Forenpsyche, a forensic psychology
business.
His life was dedicated to the mental health of the community including organizations,
agencies, adults, teens, children, and families as well as mentoring new professionals
in the field of psychology and private practice. Robert worked with Dr. Robert Austin,
a pediatrician, and Bill Crossland, an administrator of the Houston Independent
School District, to create an organization called “The Brotherhood” with the goal to
encourage at-risk black male high school students to further their education by
attending college. They assisted students with applying to college and obtaining
scholarships.
Robert’s dedication applied not only to his work but also his family. He enjoyed
spending time with Mattye, Allison, and Millicent. He taught his daughters how to
read before they started elementary school. He and Mattye told them that they could
be whatever they wanted to be and to never prescribe to societal beliefs about black
people especially black women. When Mattye became ill, Robert took care of her and
supported his children when she left this world on March 27, 1993.
Robert is survived by his daughter Allison Bell, daughter Millicent Green (Frank
Green), granddaughter Millicent Grant (Milo Taylor), and granddaughter, Madison
Green. He was predeceased by his sister Alma Bell, sister Helen Stern and brother
Edward Bell. He is survived by his sister Addie Vital (Octave), sister Ann Zachary,
sister Rosy Meza and brother Charles Bell (Phoebe).
A memorial service is scheduled for 1 pm on November 18, 2023, at Rice Memorial
Chapel on the campus of Rice University. Please consider a donation on behalf of Dr.
Robert Louis Bell Jr. to Planned Parenthood Gulf Coast and/or Big Brothers Big
Sisters of America.

HARRIS COUNTY CLERK’S OFFICE POSTS UNOFFICIAL ELECTION RESULTS
(Houston, TX) – The Harris County Clerk’s Office has posted the unofficial election results on www.HarrisVotes.com. A total of 451,203 ballots were cast during the November 7 election. Official numbers will be available after the canvass is complete on November 17.
“Overall, I believe, despite the hiccups experienced on Election Day, this was a very successful election due to the hard work of staff, poll workers, Harris County departments, and the support of the Texas Secretary of State.” said Harris County Clerk Teneshia Hudspeth. “Most election judges promptly returned the equipment and ballots after closing their vote center. However, there are always a handful who make our job difficult because they do not follow protocol.”
The last drop-offs occurred between 2 and 3 a.m. at election headquarters at NRG Arena—except for one polling location in Tomball.
“The presiding judge from a vote center at a school in Tomball was negligent. This person did not return the equipment or answer our calls,” said Clerk Hudspeth. “We had to wait until the school opened this morning to send a constable there to retrieve the missing equipment.”
Election judges are responsible for closing and returning all materials needed to conduct the Election Night tally, and the Elections Department relies on them to follow procedures.
“It is incumbent upon all stakeholders, from election officials, election workers, support staff, and voters, to do their part to ensure a successful election,” added Clerk Hudspeth.
The runoff election is scheduled for Saturday, December 9, 2023.

City of Houston Tackles Youth Mental Health Crisis with Innovative Guide and Campaign
HOUSTON - The Mayor's Office of Education and Youth Engagement (MOEYE) is proud to announce the release of a groundbreaking resource, the "Youth Mental Health Guide," aimed at empowering youth aged 16-24 with the information they need to access mental health support and care. This initiative is part of the City of Houston’s ongoing commitment to prioritize the mental well-being of our city's young residents and break down the barriers to accessing essential mental health services.
“Youth are the future of our city, and it’s our responsibility to ensure they have the necessary tools and support to address their mental health needs,” said Mayor Sylvester Turner. “The Youth Mental Health Guide will not only help young people access vital services but also pave the way for open conversations about mental health, reducing stigma and fostering a healthier, more resilient Houston.”
Shining a light on the critical need for this guide, the Centers for Disease Control and Prevention reports that only 20% of children with mental, emotional, or behavioral disorders receive care from specialized mental health care providers. Additionally, the 2021 Rice University Kinder Institute for Urban Research identified mental health support as one of the top needs for HISD students, with recommendations to improve access by addressing cost and reducing social stigma.
The primary objectives of the Youth Mental Health Guide are as follows:
• Describe the steps necessary to take care of one's mental health.
• Equip youth with the language needed to seek mental health support.
• Foster an understanding of stigma, screening tools, adult allies, and best practices for overcoming common challenges in accessing mental health care.
One unique aspect of this guide is the integral role played by Houston's youth in its development. They provided invaluable insights into what topics should be covered and how the information should be conveyed, ensuring the guide is accessible and relatable. Furthermore, the guide underwent rigorous review by community partners and mental health experts, including Mental Health America of Greater Houston, The Harris Center for Mental Health and IDD, and Houston OCD and Anxiety.
The guide is also a testament to the power of art as a means of expression and healing. It features captivating artwork sourced from the annual Youth Art Showcase, thoughtfully hosted by the Center for School Behavioral Health at Mental Health America of Greater Houston. By showcasing these artworks, the office aims to promote art as a healthy outlet for emotions and self-expression.
To promote this vital resource and raise awareness about youth mental health, the Office of Education and Youth Engagement has initiated a youth-led mental health communication campaign. This campaign features a series of social media posts created in collaboration with the City of Houston Youth Ambassadors, ensuring that the message resonates with young people.
This initiative aligns with the City's designation as the first Child Friendly City in the United States by UNICEF. Over a two-year process, led by the Office of Education and Youth Engagement, an action plan was developed that prioritizes mental health among young people. This initiative followed a comprehensive community and government assessment in which Houston's youth indicated low awareness of mental health care and difficulty navigating available resources for their mental health challenges.
A City of Houston Youth Ambassador emphasized the challenges faced by youth, saying, "It's hard to know where or how to get mental health services. At school, counselors are available (for both education and mental health purposes), but some of us don't feel comfortable talking to a stranger about those types of problems. This makes it even harder to find effective services."
For more information about the mental health trainings and how to get involved, please contact Mayor’s Office of Education Program Manager Laura Cuellar at laura.cuellar@houstontx.gov.

Houston Land Bank
Houston Land Bank and City of Houston Join Forces to Bank & Clean Up Former Velasco Incinerator Site
HOUSTON - The Houston Land Bank (HLB) and the City of Houston have established a strategic partnership to transform the former Velasco Incinerator site using innovative community development models to create lasting positive impacts for the Second Ward and surrounding area.
The Velasco Incinerator Site is 4.56 acres of vacant land on North Velasco Street along the south side of Buffalo Bayou. The City of Houston operated the site as a municipal incinerator facility from the 1920s through the late 1960s. All site buildings were removed by 1995, except for several incinerator stacks, a concrete building foundation, and a sanitary sewer lift station.
During the 40 years of incinerator operations, ash and fill materials were deposited on the property at a thickness of four (4) to 35 feet below the ground surface. Multiple environmental assessment activities conducted since 2006 have demonstrated that this waste contains elevated arsenic levels, lead, mercury, dioxins, and furans. The site is currently heavily covered in native grasses and trees and is bounded on all sides by chain-link fencing maintained by the City. The site has remained vacant and blighted for decades due to the complexities of cleaning up the environmental hazards on the property.
The Velasco Incinerator Site cleanup embodies the Mayor’s Complete Communities mission of building a legacy of equitable development in Houston’s most under-served and under-resourced neighborhoods. The site's revitalization has the potential to catalyze positive change within the Second Ward Complete Community. The effort directly responds to residents’ call for adaptive reuse projects for “industrial properties along Buffalo Bayou” in the Second Ward Complete Communities Action Plan. It also addresses the Resilient Houston goal of mitigating the effects of environmental injustice by coordinating environmental justice actions with local partners.
"The Velasco Incinerator Site remediation project seeks to mitigate an historic inequity, which makes it about more than just cleaning up contaminated land,” said Mayor Sylvester Turner. “This strategic partnership gives us the opportunity to revitalize this portion of our city while correcting a wrong and providing opportunities for our residents.” This collaboration with the Houston Land Bank is also a great example of Mayor Turner’s Resilient Houston goal of mitigating the effects of environmental injustice by coordinating environmental justice actions with local partners.
To allow for beneficial reuse for the community and apply for Environmental Protection Agency (EPA) funding to clean up the site, the Houston Land Bank has entered a land banking agreement with the City of Houston.
The agreement includes a requirement to work with strategic partners, local stakeholders, and the Second Ward community to create a green space and reuse plan for the site that promises tangible benefits for the local community. The estimated clean-up costs are $7 million. Clean-up activities include but are not limited to providing a protective covering or barrier strategically placed over contaminated soil or waste material to prevent the spread of pollutants, reduce exposure to harmful substances, and promote environmental safety and health.
"This project embodies the core values of the Houston Land Bank, actively transforming our communities for the better," remarked Christa Stoneham, CEO of HLB. "We believe in the power of collaboration and need for environmental justice, and by aligning with the City of Houston, we are taking a momentous step towards restoring not only the environmental integrity of the Velasco Incinerator Site but also rejuvenating the spirit of our local communities."
Community engagement, integrity of ethics and transparency, and meaningful partnerships with community stakeholders will be paramount to the success of this clean-up and revitalization project. Houston Land Bank has launched the www.bankingvelasco.org website to communicate project status updates, reports, and other critical information.
The first phase of this project involves gathering public feedback on our EPA grant cleanup application and Analysis of Brownfields Cleanup Alternatives (ABCA) report. During the public comment period starting October 23, a grant application draft and an ABCA report draft can be viewed online at www.bankingvelasco.org. Physical copies of the application and draft ABCA report will also be available for viewing at the Flores Neighborhood Library, located at 110 N Milby St, 77003.
There are two ways to submit written comments: 1) in the comments box on www.bankingvelasco.org and 2) on comment cards made available at a public meeting on October 26th . HLB will publicly post responses to questions we received regarding the ABCA and grant application to ensure transparency by November 8.

1. California State University System
Education Code 89330 authorizes the popular CSU system to provide free tuition for seniors. Each campus must grant tuition waivers to California residents age 60 and older. Waived fees include those for tuition, applications, health services, and instructionally related activities.
Seniors can enroll in regular-session, undergraduate-level courses in subjects such as art, the humanities, agriculture, and computer studies.
2. Clemson University — Clemson, SC
Article 5, Title 59 under the South Carolina Code of Laws allows state-supported universities to offer free tuition for seniors.
A large public university, Clemson provides free college classes for seniors. Learners can choose to audit a class or earn college credit. Students must be residents to receive the benefit, and admission is subject to program approval.
3. Colorado State University — Fort Collins, CO
CSU's senior citizen class visitation policy allows resident instruction classes on a space-available basis to students age 55 and over. Lifelong learners can register for classes in subjects like theater, Italian, and women's studies without paying tuition. Additional course fees are assessed individually.
4. Georgia Institute of Technology — Atlanta, GA
Provision 4.2.1.9 in the Georgia Constitution includes rules regarding free college for seniors age 62 and over. State residents can take higher education courses at no tuition cost, except at dental, medical, veterinary, and law schools.
Georgia Tech — one of the country's top tech institutes — offers a 62 or Older Program that provides a waiver for both in-state graduate-level tuition and applicable student fees.
5. The Ohio State University — Columbus, OH
Section 3345.27 of the Ohio Revised Code maintains similar regulations as Georgia regarding tuition, residency, and space availability. Ohio State's Program 60 targets state residents who have lived in Ohio for at least a year.
Anyone age 60 or older may apply for undergraduate, graduate-level, or free online college courses for senior citizens.
6. The Pennsylvania State University — University Park, PA
Penn State's GO-60 program allows residents age 60 and older to take undergraduate courses (but not earn a degree). Participants must work less than 20 hours a week or be retired and meet the course prerequisites. For-credit classes are available on all Penn State campuses at no tuition cost on a space-available basis.
7. Rutgers, The State University of New Jersey
Rutgers offers the Senior Citizen Audit Program with free college courses for seniors, depending on availability. State residents age 62 and over can audit classes at no tuition cost, though they must pay for textbooks.

8. The State University of New York
Assembly Bill A6380, which has not yet passed, would allow for free, for-credit courses for learners age 65 and older. Many SUNY campuses, including SUNY Purchase, already waive tuition for seniors. Additionally, various SUNY campuses offer noncredit courses, seminars, and workshops for retirees.
9. University of Connecticut — Storrs, CT
Connecticut state law allows residents age 62 and older to qualify for a tuition waiver at any public higher education institution. UConn's senior citizen audit program offers seniors the option to audit undergraduate courses. However, there must be space available in fall or spring, and the instructor must give permission.
10. University of Delaware — Newark, DE
Chapter 34, Subchapter X of Delaware law authorizes residents age 60 and older to attend college without paying tuition. Seniors are responsible for paying for books, supplies, and lab and shop fees.

11. University of Florida — Gainesville, FL
Florida statute Chapter 1009 authorizes state universities to waive tuition and related fees for residents age 60 and older. UF's 60-plus program provides free tuition and covers fees for seniors auditing a course. The waiver depends on space availability, and the university may limit courses.
12. University of Illinois at Urbana-Champaign — Champaign, IL
The Illinois Senior Citizen Courses Act permits public universities to enroll seniors in regularly scheduled credit courses without charging tuition. Residents age 65 and older are eligible at the U of I, so long as space is available. Note that fees and other charges are not included in the tuition waiver.

15. University of Massachusetts Amherst — Amherst, MA
