Mayor Sylvester Turner Asking for your Vote to Defeat HISD Prop 1


Info from a recent mailer I received...sharing our Mayor's words..I am not well versed on this issue but what got me, is what is in RED:

I am writing to ask for support defeating HISD Proposition 1 on the November 8 ballot.
Time is short – seniors are voting now by mail and early voting begins in less than two weeks. Our need is great. Our task is to raise $1 million in the next two weeks to fund our television buy. 
Prop. 1 will force HISD to send $162 million of our local tax dollars to the state in February, in theory to be redistributed to other school districts. And that’s not the worst of it. There is no guarantee that any of the funds will be used for education.
It’s called “recapture” or sometimes, “Robin Hood,” and it will bankrupt our schools. The amount of tax dollars taken for redistribution goes up every year – and will exceed $1 billion in four years.
The impacts on our public education system will be devastating, including shutting down neighborhood schools, laying off teachers, cutting or eliminating mentoring, tutoring and college preparation programs and more.
Recapture is the legacy of a “temporary” fix to Texas’ school finance system that has not been replaced in more than 20 years. And, once HISD is in the recapture system, it is in it forever. There is no turning back.
To be clear, voting against HISD Prop. 1 won’t fix the entire problem; but it will force the legislature to act. And education professionals, our current and former mayors and many others are certain that HISD will get a better deal in the legislature than going bankrupt under recapture.Please make a generous donation today. P.S. We can definitely defeat this measure, but as you can see the issue is complex and we need the resources to explain to voters what’s at stake.
